The filler plug isn't brass? And it isn't just the support ring you're seeing weld on? It's hard to see from the pic, but if it is weld or brazing, is it just in that little spot?

Assuming it is welded or brazed, the answer is "morons".

Yeah, it's a decent portion of the side of it that is welded on. I suppose maybe the PO had trouble with it backing out, so they just welded it on. I don't know.

Plugs are almost always pipe thread. Self sealing in a lateral direction, self binding with the thread taper. Unless you strip them, you kind of have to be a total idiot to have one back out. Now, if you've stripped them, or have a small weep or crack, that's another matter. Still not a matter that requires you to weld the plug *in place*, but apparently logic left town with its whole family long before this.
